Gregg G. Kelly, PMP
President & CEO, Oxford

Gregg G. Kelly is the Founder, President, and CEO of Oxford. The company has been built to embody the positive aspects of small business and strives to provide career opportunities for veterans of our armed forces. As the President and CEO of Oxford, Gregg is an experienced professional with expertise centered on management consulting and the delivery of Chief Information Officer services. Oxford’s core support and delivery practice specialization has been built on the company’s leadership and consulting expertise, which includes IT strategy, software engineering, system development management, records management, cyber security, capital planning and investment control, enterprise architecture, project management office support, and high-end document and claims management services.

Gregg holds an M.S. in Software Engineering from Oxford University, a B.S. in Computer Science from Baylor University, and is a certified Project Management Professional. For the majority of his military career, he served as a United States Coast Guard aviation officer, serving as a USCG HH-60J helicopter pilot (aircraft commander), and also had the distinction of serving as a Royal Air Force liaison/exchange officer on the Sea King HAR Mk 3 (aircraft captain) in support of search and rescue, national drug, and security policies. In his spare time, Gregg enjoys entrepreneurship, community projects, hockey, golf, and boating.

Kathleen Nolan
Regional Vice President, HMA

Kathleen Nolan has been actively engaged in the national dialogue during one of the most transformative periods in the history of Medicaid. Her Medicaid reform and innovation expertise includes Affordable Care Act (ACA) implementation, managed care expansion, payment reform, delivery system alignment of physical and behavioral health, managed long-term care services and supports, and advances in health information technology.

Kathleen has a well-established network of national and state healthcare contacts including federal and state government agencies, foundations, think tanks and providers. She has finely honed skills in translating a best practice from one state or market to another. She has a strong working knowledge of the federal rule-making process and its implications. Her experience with state leaders gives her a firm grasp on the many ways that states weigh their options, make decisions about their programs, and implement reforms.

As division director of health for the National Governors Association (NGA), and then as director of state policy for the National Association of Medicaid Directors (NAMD), Kathleen has earned a unique perspective on state policy making. In both roles, she was a respected and persuasive voice for governors and Medicaid directors in health policy discussions, industry forums and the media. She convened national and state leaders to foster collaboration, find common ground, share promising practices and lessons learned, and advance implementation of healthcare reform.

Joining NAMD shortly after its launch, Kathleen was instrumental in shaping the strategic direction of the organization. She managed a portfolio of state technical assistance projects on a range of policy and programmatic issues. She led the organization’s efforts to assist states in tackling major Medicaid challenges including behavioral health integration, delivery system reform, ACA implementation, and overall agency leadership. Most recently, Kathleen helped analyze the proposed managed care regulations and began to prepare states for their implementation. She envisioned and managed the annual NAMD State Medicaid Operations Survey which provides insight into how Medicaid directors are managing increasingly complex programs while driving system reform.

At the NGA, Kathleen convened state leaders on critical and timely health policy issues and aided strategy development. She managed 20 federally funded and foundation projects including delivery system reform, public health improvement, and health information technology. During her tenure, she led the NGA effort to convene governors, legislators and others in the State Alliance for e-Health, and helped states navigate their choices in the early days of the ACA.

Kathleen has also held senior health policy positions with the Association of State and Territorial Health Officials and the Institute of Medicine. Before moving to Washington, she was a regulatory and legislative affairs program specialist for the Colorado Department of Public Health and Environment.

Kathleen earned her master’s degree in public health from The George Washington University, and her bachelor’s degree in psychology from Carleton College in Northfield, Minnesota.

When not working or spending time with her sons, you will find Kathleen with a good book or at a baseball game. She was a Cubs fan before it was cool.

Jean Glossa, MD, MBA, FACP
Managing Director, HMA

Dr. Jean Glossa is an experienced physician and business leader whose career has focused on improving access to healthcare for underserved and low-income populations. She has a broad background of clinical and leadership roles in a variety of practice settings throughout the safety net including primary care, public health department and community clinics, migrant clinics, Medicaid managed care, graduate medical education and private practice.

Having worked as a primary care physician for many years in remote areas and in underserved communities, Dr. Glossa understands their unique challenges to delivering quality healthcare for all and seeks solutions to address these needs. Therefore, her work at HMA has included projects regarding bidirectional integration of primary care and behavioral health, implementation of technology solutions such as telehealth and digital solutions, and strengthening the best practices of team-based care and care management.

Dr. Glossa appreciates the opportunities to work directly with clinicians at the practice level to assess and improve systems of care through customized technical assistance unique to each client. Currently, Dr. Glossa is using her clinical and leadership practice transformation experience to work with HMA colleagues on projects focused on the response to the opioid epidemic. This complex crisis requires multidimensional solutions, so the approach includes education and collaboration of stakeholders across the system: primary care and behavioral health, hospitals and emergency departments, first responders, corrections, payers, health departments, and state and local governments working together to combat the epidemic in their communities.

Dr. Glossa’s business leadership and experience has been augmented by furthering her education with an executive MBA from Auburn University. She completed medical school and her internal medicine residency at the University of South Florida. Dr. Glossa has been continuously certified through the American Board of Internal Medicine.

Meredith Brabender, MPA, CTBME, CPP
Contracts Manager, Oxford

As the Contracts Manager, Meredith manages and develops strategic initiatives, including Oxford’s Records-as-a-Service (RaaS) offering. Meredith provides program management, IT strategy, and IT capital planning and investment control (CPIC) operations support to current contract and corporate program operations, including ISO 9001:2015 and CMMI Level 3 services processes. Meredith supports contract administration, through administration and maintenance of Oxford’s non-disclosure agreements (NDAs), teaming agreements (TAs), and subcontract agreements. Meredith has 15+ years of consulting and IT project management experience.

Meredith holds a B.A., Government, from the University of Virginia and an M.P.A. from James Madison University. She is a Certified Capital Planning Professional (CPP) and Certified Technology Business Management Executive (CTBME). In her spare time, Meredith enjoys yoga, tennis, and running.

Tom McCaffery, MPP
Principal, HMA

Tom McCaffery is a business, government, and public policy leader with more than 25 years of senior executive experience in multiple areas of the healthcare industry. His experience includes leadership roles with commercial health plans, state health and human services programs, hospital advocacy organizations and most recently, serving as the senior civilian leader of the Department of Defense (DoD) Military Health System (MHS).

With deep experience leading internal and external cross-functional teams on strategic initiatives, he has helped organizations navigate political, business, and policy environments as well as establish and sustain strategic external relationships and coalitions.

Prior to joining HMA, Tom served as the Assistant Secretary of Defense for Health Affairs. In this role he worked side-by-side with the uniformed and civilian leaders of the MHS. As the senior executive responsible for strategy, policy, and resourcing across the MHS and its over 600 hospitals, outpatient medical facilities, and dental clinics, he led health system transformation, enterprise management and strategic planning. During his tenure, he also played a critical role in DoD’s response to  the COVID-19 pandemic, including developing and issuing policy directives governing  DoD’s public health interventions, testing and vaccination efforts, and research priorities.

He has hands-on knowledge of the DoD’s TRICARE health benefits program, Medicare, Medicaid, government employee health benefits programs, and federal and state government healthcare purchasing procurements.

In addition to serving at the DoD, Tom has experience with commercial health plans, California state health and human services programs, and hospital advocacy. He previously served as vice president of California State Partnerships and vice president and general manager of the California

Public Employees Retirement System (CalPERS) Business Sector with Blue Shield of California.

Serving in several posts in health and welfare for the State of California, Tom’s career in state government included serving as chief deputy director of healthcare programs for the California Department of Health Services as well as undersecretary and assistant secretary of the California Health and Welfare Agency.

Tom earned a Master of Public Policy from the University of California and a Bachelor of Arts in government and international relations from the University of Notre Dame. He is a Truman Scholar and was also a Rotary Scholar Fellow at the University of Dublin, Trinity College, completing graduate studies in political philosophy.

Charlie Bixler, DSc, PMP, CSM, CMMI2.0
Quality Assurance Manager, Oxford

As the Business Development, Quality Assurance Manager, Dr. Bixler oversees Oxford’s ISO 9001:2015 and Capability Maturity Model Integration processes and measurements systems. Dr. Bixler has extensive experience in highly successful contract management and program management. He has been responsible for all aspects of successful contract management, quality management, and contract client communications.

Dr. Bixler demonstrates strong financial acumen and experience in overseeing contracts and meeting contractual goals. Dr. Bixler has strong customer focus and experience over the past 20+ years covering Civilian, DoD, and Intelligence Agencies.

He served in the United States Navy for over 23 years and performed as a Test Pilot, TOPGUN Instructor, F-14D(R) Program Manager, and operational F-14 Fighter Pilot. He is a Commander (retired), United States Navy.

Dr. Bixler holds a B.S., Aerospace and Mechanical Engineering, from Oklahoma State University, an M.S., Engineering Management and Computer Information Systems, from The George Washington University, and a Doctor of Science, Systems Engineering and Engineering Management from The George Washington University’s School of Engineering and Applied Science. He is a certified Program Management Professional (PMP) and a Certified Agile Scrum Master. He is a Certified CMMI Associate and has developed and deployed both CMMI Level 3 and ISO processes and measurement systems for over the past five years. In his spare time, Dr. Bixler enjoys his family, photography, and road trips in Europe.
