Medicaid Health Homes
Program Evaluator
Role: Strategic Advisor
Description: HMA has been working with DSS since 2015 on a variety of projects. This includes supporting the state’s efforts to evaluate its Medicaid health homes program and to provide an annual progress report to the legislature. HMA developed a methodology, analyzed claims and enrollment data, and summarized the findings for a non-technical audience. HMA similarly analyzed claims and outcomes data from the health homes program to assist the state in complying with reporting to CMS. Finally, HMA set up a process to collect health homes outcomes data, analyze the data over time, develop dashboards to illustrate individual health homes performance against aggregate performance, and deliver those dashboards to the providers.

Data Management and Analytics Services
Role: Strategic Advisor
Description: The Maryland Department of Health’s Behavioral Health Administration (BHA) is responsible for implementing and executing a comprehensive evaluation plan that addresses the legislative requirements stipulated in Chapter 211 related to opioid overuse deaths. The statute requires BHA to link disparate datasets representing various indicators related to opioid use disorder and the risk factors associated with fatal overdose. HMA is working with BHA and its partners to develop and execute the Chapter 211 plan, providing strategic planning, stakeholder engagement, data processing, and data analytics expertise. As part of this project, HMA has:

  • Worked with various agencies to explain the Chapter 211 project, establish data use agreements, and facilitate the sharing of data
  • Developed data dictionaries and dataset documentation
  • Designed data analytic outputs for secondary analysis
  • Completed secondary analyses on outputs and evaluated statistical significance for inclusion in the Chapter 211 annual report

Medical Document Scanning and Processing

Description: The Dayton, OH, Veterans Affairs Medical Center (VAMC) required a business partner with digital image service provider expertise to manage its medical patient records and services, to include:

  • Onsite Digitization Services: intake, prep, scan, index, quality assurance, and ingest into VistA
  • Verification Services regarding the review, correction, and ingestion of claims into VistA
  • On/Offsite Electronic File Claims Processing Services for ingest into VistA
  • Onsite Digitization Services for Release of Information records that are retrieved from storage
  • Onsite Digitization Services for Urgent Requests that are retrieved from storage

Oxford provides medical patient claims and records expertise to include the scanning and processing resources required to handle the Dayton Ohio Medical Center’s annual claims volumes. Oxford provides full-service, daily, medical record document scanning and electronic file importing (on and offsite). This includes digitization of hardcopy medical files, to include prep, scanning, quality control, indexing, re-assembly of the file, and ingestion into the VA’s electronic health record system. The Dayton VAMC relies upon Oxford claims expertise to meet all quality requirements, workload demands, and to process all Veteran claims within five business days of receipt.
